Jeffrey J. Smalls | President, CEO

Jeffrey J. SmallsJeffrey Smalls is President and CEO of Smalls Electrical Construction, Inc.  Mr. Smalls was born and raised in Brooklyn, New York.  He graduated from W.E. Grady High School in 1989 and attended New York City Technical College where he studied Electrical Technology.

While in college Mr. Smalls gained his experience working as an Electrician for several large Electrical Contractors before becoming a Foreman  where he was responsible for the completion of projects totaling over $40 Million.  Mr. Smalls also attended Boro of Manhattan Community College and New York University.  He received his Master Electrician’s License in 1997, becoming the youngest licensee in New York City the same year he founded Smalls Electrical Construction, Inc., whose primary customers include the Port Authority of New York and New Jersey, MTA-New York City Transit, and the New York State Department of Transportation.

Mr. Smalls is a member of the Subcontractors Trade Association, the Building Trades Employers’ Association, the New York Electrical Contractors Association, the National Electrical Contractors Association and served as Chairman of the School Advisory Board of Alfred E. Smith High School in the Bronx.  Smalls Electrical Construction, Inc., is also a member of the International Brotherhood of Electrical Workers, Local Union #3.

Jeffrey Smalls has been selected as one of the “40 Under Forty” honorees by The Network Journal for 2007.  In addition, Smalls Electrical was previously chosen as one of the 500 fastest-growing companies nationwide by INC. Magazine for 2007.  Mr. Smalls was named as one of Crain’s New York Business’ Top Entrepreneurs’ for 2006,  placed #38  on the Top 100 Specialty Contractors in New York by New York Construction Magazine for 2006, also honored as “2006 Emerging Contractor of the Year” by the New York State Association of Minority Contractors.

William T. Quinones | Superintendent

William T. QuinonesMr. William Quinones has served in the Electrical Contracting Industry for over 23 years. Before joining Smalls Electrical Construction Inc., he served the industry as Vice President as well as Master Electrician License holder for multi million dollar electrical projects.

Mr. Quinones started his career in 1985, working in the electrical construction trade for a small family-owned electrical contracting firm in Long Island, NY. He continued working in the industry developing his skills, while taking great pride in finishing all that he started.

Mr. Quinones also worked for a large union electrical firm (Railworks / L.K. Comstock and F & V Metro / Impulse Electric) to run some of their large New York City Transit projects. During his tenure Mr. Quinones successfully completed the $44 million Jackson Ave Substation and the $18 million Grand Central Station Rehabilitation, to name a few.

Mr. Quinones obtained his Master Electrician’s License for Suffolk County in 1995 and for New York City in 2001. Quinones graduated from Seabee College at the Construction Electric (CE) A- School in Porte Hueneme, California, Naval Marine / Seabee Academy.

Mr. Quinones also actively serves the industry as an instructor for the Transit Skills Course at the IBEW local union #3 training facility.

Ingrid Callender | Executive Secretary

Ingrid CallenderMs. Ingrid Callender’s experience as an Executive Secretary and Office Manager expands over twenty five years. Ms. Callender brings that extensive background to Smalls Electrical Construction.

Throughout her career, Ms. Callender has worked with some of the top Fortune 500 companies – AT&T & Lucent Technologies, in their executive office positions and also working in their public relations and labor relations departments. Prior to joining Smalls Electrical Construction, Ms. Callender held the position of Executive Secretary to the former Chairman of the Board / Senior Advisor for Lucent Technologies. From scheduling corporate travel both international and domestic, to calendar management, Ms. Callender played a vital role in Lucent’s daily corporate activities. For the past eleven years at Smalls, Ms. Callender has overseen the daily administrative functions for the office. She is also experienced in preparing certified payroll and securing certifications from municipal and government agencies.

Ms. Ingrid Callender is also a notary public for the State of New York, County of Kings.

Kendall Lewis | Operations Manager

Kendall LewisKendall Lewis is Operations Manager at Smalls Electrical Construction, Inc. He was born and raised in Brooklyn, New York into a family of tradesmen. His father was a Plumbing Contractor for over 40 years. As a youngster, he worked with his dad and assisted with minor plumbing jobs, receiving stock, verifying accuracy of deliveries, as well as processing, preparing, and filing appropriate paperwork. Managing such responsibilities at an early age set the stage for Mr. Lewis’s professional career.

A graduate of Canarsie High School, Mr. Lewis also attended Katherine Gibbs College where he studied Computer Technical Support. His first employment was with Simpson, Thacher & Bartlett where within the first two years, he was promoted to a managerial position and later developed, implemented, and maintained new processes that improved efficiency and quality.  As a result, yearly department sales tripled. His career path continued at Onsite E-discovery as a Data Analyst, but within a year, he advanced to Project Executive. He managed over fifteen accounts for companies such as: Sullivan Cromwell, NYMEX, Citibank, Weil Gotshal, and Tyco.

Mr. Lewis joined the Smalls Electrical team in 2008. He possesses over eleven years of combined construction, data technology, and managerial experience, which is credited for giving him an advantage in ensuring that our operation and processes are efficient and effective to meet the objectives of the organization.

Karey Hall | Office Manager

Karey HallMs. Karey Hall has over 13 years of combined office management and administrative experience, which began in the automotive industry. At her first job, she served in the capacity of receptionist and client services representative; she was later promoted to the position of Bookkeeper. Her innate ability to effectively communicate and her skills at managing tasks and facilitating the development of other employees soon earned her the position of Office Manager.

In continuing her career development path, Ms. Hall accepted a position of Department Administrator at an auto dealership, where she was responsible for the administrative functions of a particular department. In this capacity, Ms. Hall devised and implemented an employee incentive program, which boosted labor sales.

A graduate of Pace University in New York City, Ms. Hall transfers her knowledge of Business/Human Resources Management and her past work experiences to her everyday functions. As Office Manager of Smalls Electrical, she ensures that the President’s ideals are realized and followed. She is responsible for the overall management of the office staff and their activities, and the organization’s human resources functions, including drafting and implementing company policies. Ms. Hall’s strong interpersonal and communication skills lend her the ability to motivate and lead the diverse workforce of our organization.

Miss Hall resides in Brooklyn, NY with her son. She is a member of the Society for Human Resource Management and is active in fundraising efforts and grants procurement for the elementary school her son attends.

Louis J. Grady | Project Executive

Louis J. GradyMr. Louis J. Grady has worked in the electrical industry for over 35 years, serving in various capacities ranging from Consulting Engineer, Project Manager, Construction Manager, and VP of Special Projects. He started his career as an Electrical Designer, or Draftsman under the direction of his father, who was a mechanical engineer. Mr. Grady worked diligently and learned as much as he could in his early years; he used the knowledge and experience gained to advance his employability and career.

Of the 35 years in the industry, he spent the last 15 years employed with two electrical contracting firms in the New York City metropolitan area. Many of his projects were valued between two million to 35 million dollars. Some of his most notable contracts completed as a Consulting Engineer were: the 1992 Madison Square Garden Democratic National Convention, Grant’s Tomb, and the New York State Building Power Upgrade. In his other roles, he’s successfully executed projects such as: the Bronx School of Law, the new courthouse in the Bronx, the East Side Access, and the National Memorial Museum.  

As Project Executive of Smalls Electrical, Mr. Grady directly oversees the entire project management functions of the organization, as well as ensures that proper coordination exists between office and field, Smalls Electrical and its GCs, and all other parties involved in the project processes, so that we can successfully complete our contractual obligations.

Mr. Grady resides on Long Island, NY with his wife. He has two children and a granddaughter. He is a true New York Yankee fan and is a baseball coach in the Stan Musial baseball League.
